   The annual license fee to own and operate coin-operated merchandise or service devices shall be as follows:
 
For one-cent devices
$2.00
For five-cent devices
5.00
For ten-cent devices
10.00
For devices requiring more than ten cents
12.50
Decals   
.50 each
