(a) The Director, in collaboration with other public and private agencies within this State, may develop or cause to be developed mutual aid arrangements for reciprocal aid and assistance in case of disaster too great to be dealt with unassisted. Such arrangements shall be consistent with the State plan and program for emergency services and, in time of emergency, it shall be the duty of the Summersville Emergency Services Organization to render assistance in accordance with mutual aid agreements.
(b) The Director may, subject to the approval of the Governor, enter into mutual aid arrangements with emergency services agencies or organizations in other states for reciprocal aid and assistance in case of disaster too great to be dealt with unassisted.
