(a) No person shall appear on the streets or sidewalks, or at public places, public homes, private homes or any other public place to make trick or great visitations or solicitations; provided, that this section shall not apply to children twelve year or less of age on Halloween night between the hours proclaimed by City Council.
(b) A special curfew of 8:00 o’clock Halloween evening is hereby established for trick or treat visitations permitted under and by this section.
