Whoever owns, keeps or harbors within the City a dog five months or more of age shall have such dog vaccinated against rabies as often as may be necessary under the provisions of West Virginia Code Article 19-20A to insure that the dog will at all times be immune to rabies and it shall be his duty to keep securely fastened to the collar of such dog the currently valid vaccination tag issued for such dog pursuant to West Virginia Code 19-20A-4.
