(a) Every veterinary surgeon within the limits of the City shall keep and maintain the premises housing his animal hospital clean, sanitary and free from offensive odors at all times.
(b) Every veterinary surgeon or practitioner or any other person who examines, treats or has knowledge of any animal having glanders, farcy, hydrophobia, rabies, tuberculosis or any other like communicable or dangerous disease, shall, within twenty-four hours thereafter notify the City Health Officer of such disease and shall furnish the following information relating thereto:
(1) Location and description of animal.
(2) Name, address and business or occupation of the owner or custodian.
(3) Nature and character of the disease.
