Any person who violates this article, in part or whole, shall be subject to a written warning for the first violation, a civil penalty for the second violation, a civil penalty for the third violation, and a civil penalty for the fourth violation within a two-year period. Consistent violations will result in an increase in civil penalties and may result in termination of service.
