The administration of this article, which shall become effective upon its third (3) reading before the City Council. Is vested in and shall be exercised by the City Recorder, who shall prescribe forms and reasonable rules in conformity with this article for making of returns and for ascertainment, assessment and collection of the taxes imposed hereunder, and the enforcement of any provision of this article in the City courts shall be under the exclusive jurisdiction of the City Recorder, who shall require the assistance of and act through the City Council where suit id brought; but the attorney shall receive no fees or compensation for services rendered in enforcing this article in addition to the salary paid by the City to such officer. The rate of tax imposed by this article is one-half of the rate imposed by the State of West Virginia. (Passed 9-14-09.)
