139.42 OUTSIDE EMPLOYMENT.
   The work of the COS shall have precedent over the other occupational and/or educational interests of employees. All outside employment and/or educational pursuits must not be in conflict.
    Outside employment is permissible as long as it clearly does not provide a conflict of interest with the COS and does not physically or mentally distract from or inhibit the satisfactory fulfillment of job duties and responsibilities and scheduling. Requests for outside employment must be made in writing to the Mayor and must be approved before commencing such outside employment. Request forms are available from the HR Department, compliance with any permission agreement must be continuously met and must be updated annually on July 1. Non-COS employment will not take place utilizing COS property, work time, equipment and/or supplies
