139.01 INTRODUCTION.
   These employee guidelines are intended to be effective immediately after adoption, for all employees of the City of Summersville (COS).
   The policies and procedures in this manual are designed to serve as guidelines for management action. They are not intended to create any contract or binding agreement between COS and any employee. All guidelines outlined in this handbook are subject to change or modification at the COS's discretion at any time.
   This manual is provided for informational purposes only. No provision or portion of the handbook constitutes an implied or expressed contract, guarantee or assurance of employment or any right to an employment-related benefit or procedure. The COS reserves the right to change, modify, eliminate or deviate from any policy or procedure in this manual at any time and to hire, transfer, promote, discipline, terminate and otherwise manage its employees as it deems appropriate.
   In addition to these guidelines, Department Supervisors may establish rules and regulations that relate specifically to their department. Departmental policies shall not conflict with these employee guidelines and must be approved by the Mayor.
   The Police Department is governed under State Code Chapter 8, Article 14, Section 1, et. seq. as applicable.
