In addition to regular scheduled inspections by federal or state agencies, Council shall be authorized to make or require other inspections by qualified inspection agencies to ascertain compliance with other laws or investigate concerns to safeguarding the public health, safety and general welfare. A key or gate code to the salvage yard gate shall be provided to the City for inspection access.
