Hazardous or toxic waste shall not be placed in any container for collection, transport, processing or disposal by the city. The terms hazardous or toxic waste as used herein shall be deemed to mean any pesticides, herbicides, insecticides, or any narcotic, drug, barbiturates, or stimulant drug which is not permitted under state law to be sold over the counter without prescription. Tires, oil and refrigerant are also not allowed.
