(A) Any charges for services as provided for shall be paid with the city utility bill. The city shall not be obligated to collect and dispose of the garbage and rubbish from that unit until such time that all charges are paid up to date.
(B) In the event the payment is not made within the time noted on the utility bill, any applicable penalties of this chapter shall apply.
(C) Notwithstanding any other collection provision provided for under this chapter, the city shall have the power to collect the sanitation fee imposed herein through any other remedy available to it under the statutes of the state.
