In lieu of issuing a license or licenses to collectors, the City Commission is hereby authorized to purchase or rent the necessary equipment and employ the necessary personnel to collect and dispose of the garbage and rubbish found in the city and collects and retains the collection fees as hereinafter provided. Commercial haulers that haul within the city limits must obtain a license to operate pursuant to Ch. 111 of this code.
