The subscriber’s wiring shall be brought to the outside of the building at an approved location in such a manner that it will be easily accessible for attachment to the borough’s lines, and all construction and connections from that point of attachment shall be at the expense of the subscriber, and shall include approved type service entrance equipment, which may be sealed by the borough and shall be accessible only to its authorized representative.
