Any person or persons neglecting to keep the sidewalks clean and the gutters unobstructed in front of or adjoining his, her, or their premises, or refusing or neglecting to remove ice, snow, or other similar temporary obstruction within 24 hours after being notified by the Borough Agent to remove the same, shall be subject to a fine of not less than $50 nor more than $100 for each offense, and liable to prosecution for any damage to person or property that may result from such neglect.
