(A) The Chief Building Inspector may grant a variance from the requirements of this chapter if exceptional circumstances exist such that strict adherence to the provisions of this chapter will result in unnecessary hardship to the owner, operator or other person and will not fulfill the intent of the chapter.
(B) A written request for a variance shall be required and shall be submitted in accordance with the Manual.
