(A) Town Council may coordinate the town’s activities with other federal, state and local agencies which manage and perform functions relating to the protection of receiving waters, through a written agreement with those other agencies.
(B) Authority not expressly reserved for other agencies or restricted by statute is placed with the Chief Building Inspector for the protection and preservation of receiving waters. The Chief Building Inspector should coordinate with federal, state and local agencies having jurisdiction of those receiving waters.
