The provisions of this chapter shall apply to all structures used for human habitation which are now or which may hereafter become substandard with respect to structure, fire hazards, inadequate equipment or maintenance, inadequate provisions for light and air, lack of power heating, inadequate water or sewerage, unsanitary conditions or overcrowding.
