There shall be inside running water properly connected to at least one toilet, lavatory, and bathtub or shower for each eight persons or fraction thereof or for each three rooming units or fraction thereof, whichever is more restrictive, including the dwelling unit of the operator’s family. Where rooms are let only to males, flush urinals may be substituted for not more than one-half of the required number of toilets. All fixtures shall be connected to the pubic sewer.
