When the Town Clerk received an application in writing for a building permit, stating that a new building or structure is contemplated, she shall immediately forward the application to the Building Inspector and Zoning Administrator, together with a plot plan, to be furnished by the applicant, showing the location of the proposed structure on the lot and the floor plan and elevation of said structure, and full compliance with Chapter 157, Appendix A, § 21-28 of this code.
