All pools, swimming or other, in the town shall henceforth be surrounded by a cyclone or equivalent substantial fence no less than four feet in height, which fence shall be on or within the boundary line of the lot wherein the pool is located. Provided, however, that two or more sides of the pool may be surrounded by the walls of a building or buildings in lieu of a fence if the building is no less than eight feet in height.
