§ 150.15 BUILDING, PLUMBING AND ELECTRICAL CODES ADOPTED.
   (A)   It is the desire of the Town Council to adopt, in all respects, the various standard codes relating to building, fire prevention, gas, electrical, housing, mechanical, plumbing and swimming pools.
   (B)   It is also the desire of the Town Council to adopt, for the purpose of regulating the erection, construction, enlargement, alteration, repair, moving, removal, conversion, demolition, occupancy, equipment, use, height, area or maintenance of buildings, structures or their appurtenances in the town, the following certain standard or technical codes, except such portions thereof as conflict with or are deleted, modified or amended by this chapter or other ordinances of the town.
   (C)   The adoption of these codes is done to facilitate proper inspection activities by the town relating to construction and to maintenance of buildings within the corporate limits of said town and relating to public safety, health and general welfare.
   (D)   The following codes are hereby adopted by reference as though they were copied herein fully:
      (1)   2018 South Carolina Code;
      (2)   2018 South Carolina Plumbing Code;
      (3)   2018 South Carolina Mechanical Code;
      (4)   2018 South Carolina Fuel Gas Code;
      (5)   2018 South Carolina Fire Code;
      (6)   2018 International Property Maintenance Code;
      (7)   2017 National Electric Code;
      (8)   2009 International Energy Code; and
      (9)   2018 South Carolina Residential Code.
   (E)   Certain documents, one copy of which is on file in the office of the Building Official being marked and designated as International Residential Code, including Appendix Chapters A, B, C, D, E, F, G, H, J, K, and as may be subsequently revised by the state’s Buildings Code Council as published by the International Code Council and is hereby adopted as the code of the town for regulating the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of one- and two-family dwellings not more than three stories in height in the town and providing for the issuance of permits and collection of fees therefor; and each and all of the regulations, provisions, conditions and terms of such International Residential Code, 2018 edition, published by the International Code Council on file in the office of the Building Official are hereby referred to, adopted and made a part hereof as if fully set out in this chapter.
   (F)   This chapter and the rules, regulations, provisions, requirements, orders and matters established and adopted hereby shall take effect and be in full force and effect July 1, 2002 from and after the date of its final passage and ratification.
   (G)   The Town Clerk shall maintain in the Town Hall for inspection and use by the interested public not less than one copy of each of said codes. Said codes shall have the same force and effect as if fully set forth and adopted in the general code of laws of the town, and all provisions thereof, except as deleted, modified or amended by this chapter or other ordinances of the town shall apply to new construction or any repairs or renovations hereafter made.
   (H)   Within said codes, when reference is made to the duties of certain officials named therein, that designated official in the town who has duties corresponding to those of the named official in said code shall be deemed to be the responsible official insofar as enforcing the provisions of said code are concerned.
