No person shall engage in, participate in, aid, form or start any parade unless a parade permit shall have been obtained from the Chief of Police, nor shall any person engaging in any parade for which a parade permit has been issued violate any of the conditions or provisions of such permit; provided, that no such permit shall be required for the following:
(A) Funeral processions;
(B) Students going to and from school classes or participating in educational activities, if such conduct is under the immediate direction and supervision of the proper school authorities; or
(C) Governmental agencies acting within the scope of their functions.
