The character of garbage receptacles used by residents of the town and the sanitary condition thereof from time to time shall be subject to the approval of the Chief of Police, and in the event he or she orders any such receptacle replaced on account of its unsanitary condition, the same shall be replaced by the tenant, lessee or occupancy within five days of such order.
