Only one contract for sewage service for residential use shall be entered into with respect to any one town residential lot; provided, that separate contracts may be permitted for each separate dwelling house on a single lot where the dwelling houses on such lot in excess of one have been declared to be lawful; and provided further, that there shall be no limitation as to the number of separate contracts for sewer service for commercial purposes on any one commercial lot.
