§ 30.05 STAGGERING TERMS OF INITIAL COUNCIL MEMBERS.
   (A)   Of those Council members elected at the June 1977 election, those three Council members receiving the three largest numbers of votes shall serve four-year terms, and those three receiving the three lowest numbers of votes shall serve two-year terms, but thereafter all successors elected to a regular term shall serve four years, so that the election shall comply with this chapter.
   (B)   The determination of which Council member shall serve four-year terms and which Council member shall serve an initial two-year term beginning in 1977 shall be as follows: if three or more candidates receive a majority vote in the first election, then of those, the three receiving the largest number of votes cast in the first election shall serve four-year terms; if less than three candidates receive a majority vote in the first election, those so elected shall serve four-year terms and the vacant four-year terms shall be filled by those elected and receiving the largest votes in the second or subsequent elections equal to the number of vacancies to be filled; the remaining three elected Council members shall serve terms of two years.
