§ 90.03 ACCUMULATION OF SOLID WASTE.
   (A)   The Council hereby declares that the uncontrolled accumulation of solid waste on any premises constitutes a danger to the health, safety, and welfare of the citizens of the village in that such accumulation can furnish shelter and breeding places for vermin, present physical dangers to the safety and well being of children and other citizens, pose a danger of fire, depreciate property value, or cause a loss of business by detracting from the appearance and character of residential and commercial neighborhoods.
   (B)   (1)   No property owner may cause, suffer, or permit solid waste to accumulate or remain on premises under his or her control except as provided in §§ 90.08 and 90.09. Any solid waste as herein defined that accumulates, remains, or is otherwise stored outside of a required solid waste receptacle and its enclosed area, as defined in § 90.08, will be removed by the Public Works Department of the village. The fee for each removal visit by the Public Works Department staff shall be as follows:
         (a)   A first removal visit within a 12-month period shall subject the property owner to a fee of $100;
         (b)   A second removal visit within a 12-month period shall subject the property owner to a fee of $200;
         (c)   A third removal visit within a 12-month period shall subject the property owner to a fee of $400; and
         (d)   A fourth or subsequent removal visit within a 12-month period shall subject the property owner to a fee of $500.
      (2)   The village shall bill the property owner for each removal visit and each day’s removal visit shall be deemed a separate offense.
