(A) The village is a resort community heavily dependent on the tourist industry. It is the intention of the Village Council to preserve the natural beauty of the village, free from litter, waste, noxious growth, and other nuisances so as to protect property values and promote the tourist industry.
(B) Burned out or incomplete structures, the uncontrolled growth of noxious weeds and grass, the accumulation of offensive animal and vegetable matter, and the accumulation of refuse cause or threaten to cause a nuisance dangerous and prejudicial to the public health or safety.
(C) Aggressive panhandling causes or threatens to cause a nuisance dangerous and prejudicial to the public health, safety, welfare, and to the peace and dignity of the village.
(D) The Village Council is authorized by G.S. §§ 160A-174, 160A-175, 160A-193, and 160A-317 to abate nuisances.
