(A) (1) Whenever the Village Manager or his or her designee determines that travel by motor vehicles on village streets is hazardous due to division (B) below, appropriate traffic-control devices shall be clearly installed indicating that a chain law is in effect requiring the following:
(a) Chains;
(b) Snow tires;
(c) Four-wheel drive; or
(d) Any combination of the above.
(2) The enforcement of the provisions of this section is not dependent on the installation of said traffic-control devices.
(B) The Village Manager or his or her designee shall determine that travel by motor vehicles on village streets is hazardous if the following conditions exist:
(1) The majority of village streets are snow-covered;
(2) The majority of village streets are ice-covered; or
(3) A combination of the above totaling the majority of the village streets.
