Except as otherwise provided by law, no person, corporation, or entity may operate within the village for the collection of solid waste, as defined by G.S. § 160A-311, without first obtaining a franchise from the village, nor may any person, corporation, or entity continue to operate such public enterprise after the expiration of such franchise.
