   (A)   Intent. The R-3 Multi-Family Residential District is established as a district in which the primary use of the land is for multi-family residential purposes.       (2)   Multi-family dwellings, not exceeding four dwelling units;
      (3)   Customary accessory buildings, structures, and uses, provided the buildings and structures are compatible with the architectural style of the principal structure and conform with the color and materials standards required by this chapter. Accessory buildings and structures shall be located in a side or rear yard and shall conform with the setback requirements. Dish antennas are permitted as an accessory use, subject to the provisions in § 154.107; and
      (4)   Municipal uses, functions, and facilities.
   (C)   Special use permits. Within the R-3 Multi-Family Residential District, the following uses are permitted subject to the issuance of a special use permit from the Board of Adjustment in accordance with the provisions in this section and Chapter 31:

      (2)   Residential planned unit developments which include all multi-family attached or detached units containing more than four dwelling units, and developed on a lot or tract of lots in single ownership, may be issued a special use permit subject to the conditions and review process in §§ 31.06 and 154.086; and
