Except as expressly permitted, no encroachments or accessory building shall be permitted in any required yard area. The required yard area shall remain open, unoccupied, and unobstructed by buildings or structures from the ground to the sky. For the purposes of this chapter, fences, as defined in § 154.005, eaves extending less than 36 inches from the building wall, uncovered stairways, and exterior walkways which are uncovered and are no greater than four feet in width, shall not be considered encroachments into required yard areas.
