§ 91.01 STATUTORY AUTHORITY.
   The legislature of the state has in G.S. Ch. 67, Art. 1A, § 4 and G.S. Ch. 160A, Art. 8, §§ 174, 182, 186, and 187, delegated the responsibility to local governments of promoting the public health, safety, and general welfare, the regulation of domestic animals and the regulation of dangerous animals.
