The Model Rules adopted by the Attorney General under O.R.S. 279A.065 (Model Rules) are hereby adopted as the public contracting rules for the city, to the extent that the Model Rules do not conflict with the provisions of this chapter including any amendments to this chapter, and further provided that, despite the provisions of the Model Rules concerning the selection of architects, engineers, land surveyors, and related consultants, the city’s evaluation of architects, engineers, land surveyors, and related consultants may include price as a dominant criterion for selection.
