Commission members shall hold office for four years on staggered terms which terms shall be initially determined by lot as follows: one position for one year; one position for two years; one position for three years; and two positions for four years. Immediately thereafter, the Commission shall notify the City Council in writing of such allotment. Their successors shall hold office for four years. Any vacancy shall be filled by the City Council for the unexpired term of the predecessor.
