(A) The Council may provide in the improvement resolution that the construction work may be done in whole or in part by the city, by a contract, by any other governmental agency, or by any combination thereof.
(B) When the improvement involves construction or reconstruction of a sidewalk, the Council may provide in the improvement resolution that the improvement work may be done by the owner and at his or her expense, pursuant to the procedure set forth in the code.
