§ 30.15 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   OPEN TO THE PUBLIC. Premises which by their physical nature, function, custom, usage, notice or lack thereof, or other circumstances at the time would cause a reasonable person to believe that no permission to enter or remain is required.
   PERSON IN CHARGE. A person, representative, or employee of the city who has lawful control of the premises by official position or other relationship. The term also includes, but is not limited to city employees, city officers including the Mayor, Council members and City Attorney, a law enforcement officer, any other person designated by the Mayor or City Recorder or their designee as the person in charge of the premises and any other person using the premises by virtue of a valid permit issued by the City Recorder.
   PREMISES. Includes, but is not limited to, any building, any real property, city hall, or parks, whether owned or leased by the city.
