The Oregon Criminal Code and Uniform Controlled Substances Act, as codified in the Oregon Revised Statutes is hereby adopted in its entirety. Violation of these provisions shall be an offense against this city and the procedures therein provided, insofar as possible, apply to the city, except as hereinafter modified.
