(A) It is the intent of the City Council to create, along with the other parties to the agreement, an intergovernmental entity known as the Mid-Willamette Valley Council of Governments.
(B) The effective date, specification of public purposes for which the MWVCOG is created, and the powers, duties, and functions of the MWVCOG are as stated in the agreement attached hereto and, by this reference, a copy of which is on file in the office of the City Clerk and is available for public copying and inspection.
