A nonprofit society, club, or fraternal organization, having adopted bylaws and having duly elected directors and members, may be granted a gameroom license at an annual fee in an amount that shall be determined by the City Council if:
(A) The social games are for the exclusive use of members of the society, club, or fraternal organization;
(B) No charge is made for participation;
(C) The conduct of a social game is not the primary reason for existence of the society, club, or fraternal organization; and
(D) The annual fee is payable on or before January 1 of each year. The annual fee shall be prorated for new applicants for the period July 1 to December 31 to one-half the annual fee.
