(A) Itinerant merchants, solicitors, or canvassers shall not have any exclusive right to any location in the public streets, nor shall they be permitted a stationary location, nor shall they be permitted to operate in any congested area where such operations might impede or inconvenience the public.
(B) The judgment of the city’s law enforcement officer or the City Administrator/Office Manager or designee shall be deemed conclusive as to whether the area is congested, or the public is impeded or inconvenienced in anyway.
