(A) Any person, firm, or corporation who violates any provision of this chapter is punishable upon conviction by a fine as provided in division (B) below. This penalty may be assessed against the owner and the person in charge of the property. Each day that the violation persists after notification shall be deemed as a separate offense.
(B) A violation of this chapter shall be punishable as an infraction by a fine an in amount that shall be determined by the City Council for each infraction.
