§ 90.04 ENFORCEMENT COMPLAINT.
   Any person authorized to enforce the provisions of this chapter may issue an enforcement complaint to any person found in violation of the provisions of this chapter. The issuing official shall cause the enforcement complaint to be delivered to the person alleged to have violated the provisions of this chapter.
