(A) An applicant may appeal the decision of the City Recorder by filing a written request of appeal with the manager or designee within five days after the City Recorder has proposed alternatives or refused to issue a permit.
(B) The Council shall schedule a hearing, which shall not be later than the second regular meeting following the filing of the written appeal, and shall notify the applicant of the date and time.
(C) The determination by the Council shall be final.
