(A) When a vehicle without an operator is found parked in violation of a restriction imposed by this chapter or state law, the officer finding the vehicle shall note the license number and any other information displayed on the vehicle that may identify the owner and shall issue a citation in conformance with state law.
(B) The citation shall instruct the operator to answer to the charge or pay the penalty imposed within 14 days, during specific hours, and at a specific place.
(C) The officer shall file the original citation with the City Recorder who shall retain the citation as ex officio Clerk of and subject to the direction of the Municipal Court.
