(a) No person shall erect, place, maintain or display or permit the erection, placing, maintaining or displaying of any sign or other obstruction upon the streets, alleys or other public ways in the Village without the written consent of Council.

(b) Upon written application to the Administrator, or other person designated, showing hardship, meeting postal regulations, showing plan for putting up a mailbox in a safe and secure manner, and agreement to indemnify Village for any liability, the Administrator or person so designated, may grant license to have a mailbox on the home in the Village of Stryker. This license shall be for six month periods but is renewable indefinitely.
(c) In the event applicant is denied the license, applicant may appeal to the full Council. Vote of 4/5 or more may override the decision of the Administrator. However, applicant must still meet all above requirements. License is still for a six month period.
(d) The hardship is defined as a physical or mental affliction of such magnitude that it does not allow the applicant to obtain his mail the regular way.

(e) Whoever violates this section is guilty of a minor misdemeanor.
