149.16 COLLECTIVE BARGAINING AGENT FOR PUBLIC EMPLOYEES.
   (a)   The Northeast Ohio Public Employees District Council 78, American Federation of State, County and Municipal Employees, AFL-CIO is hereby recognized as the collective bargaining agent for the employees of the Struthers Park Department, Street Department and Waste-Water Treatment Plant employees, with the Park Superintendent, Street Superintendent and Sewage Plant Superintendent excluded. Such unit shall be recognized as the collective bargaining agent of such departments and the policy set up between employees in these two agencies, relative to collective bargaining, recognition of employees union and personnel relationship procedures is hereby adopted and approved by the City.
   (b)   It is hereby determined that the recognition of such bargaining unit will improve personnel relations between the City as employer and the employees of the three departments noted above and therefore that the following policy in regards to employer and employee is proper and appropriate:
      (1)   Encourage the process of free collective bargaining among the employees of the three departments noted above, as well as its citizens and furthermore, through full exercise of the process of collective bargaining, close harmonious relationship will result between department heads and the employees thus increasing efficiency and promotion of effective administration.
      (2)   In order to promote and fulfill this policy, the City hereby recognizes the Struthers City Employees Northeast Ohio Public Employees District Council 78, American Federation of State, County and Municipal Employees, as the bargaining unit for employees of the Struthers City Park, Street Department and Waste-Water Treatment Plant with the Park Superintendent, Street Superintendent and Sewage Superintendent excluded.
      (3)   The City agrees to meet with authorized representatives of the bargaining unit or any designated committee of the bargaining unit for the purpose of considering employee’s views with respect to wages, hours and other conditions of employment.
      (4)   The City will respect individual written authorization by the employees of the Park Department, Street Department, Waste-Water Treatment Plant; Park Superintendent, Street Superintendent and Sewage Plant Superintendent excluded; to deduct from their wages or salary such amounts as they agree to pay as regular union dues and shall transmit such set sums to the Treasurer of the Struthers City employees, Northeast Ohio Public Employees District Council 78.
   (c)   In order to provide maximum efficiency and harmony in the administration of all affairs, and to promote the equity of the employees of the Park, Street and Waste-Water Treatment Departments, the procedure and policy outlined in this section will be supported and developed with mutual cooperation between the City and the employees of the three departments.
