The Director of Public Service and Safety shall have full discretion to determine what premises located outside of the corporate limits of the City shall be permitted to use or maintain connections with the system and he shall likewise have the power and authority to discontinue services of the system to any such premises after giving the owner or occupant thereof at least thirty days written notice of his determination to discontinue service. In any such case his decision shall be based upon a determination as to whether such connection or connections is or are advisable and practical by considering the sewer to be used and the capacity of the system.
