Council finds and determines that during the course of construction of buildings within the Municipality it is necessary for vehicles and equipment to travel from adjacent streets and roadways to the lot on which such buildings are to be constructed. Council further finds and determines that frequently there is no driveway over which such vehicles and equipment may pass when so traveling, as a result of which damage results to the curbing, sidewalks, storm sewers, drainage ditches, culverts and other improvements located in or upon the area over which such vehicles and equipment pass.
Therefore, before a permit shall be issued for the construction of any building within the Municipality, the builder shall promise and agree to construct and maintain a temporary or permanent driveway from any street or roadway from which vehicles and equipment enter the lot on which the building is to be constructed, which driveway shall extend from such street or roadway to such lot and shall be sufficient to accommodate the passage of any vehicles or equipment which must have access to such lot during the period of construction of such building. Such driveway shall not in any way impair the operation of any existing drainage ditch, culvert or storm sewer, nor shall it in any way cause the accumulation or diversion of natural watercourses.
