8-2-6: PRELIMINARY TREATMENT; FLOW EQUALIZATION:
Where preliminary treatment or flow equalizing facilities are provided, they shall be maintained continuously in satisfactory and effective operation by the owner at his expense. (Ord., 2-4-1985)
